I agree with everything you say except the "tax incentives" part, a subsidy.
Any private enterprise, like the extraction, and refining of petroleum should be done strictly by a cost/benefir ratio without any government 'help'. If it pencils out, then it's a go.
If the government insists on meddling, then they should remove the many obstacles that block the use of our natural resources.
